Not sure I subscribe to the universality of this. In the city I lived in before Japan, public gardeners did their work in the middle of the day. (edit: oh sorry, you did say Asian cities!)
Recently I had my first taste of early morning Tokyo (well, mostly the subway) & was amazed by the amount of hikers with big backpacks. Of course, I was going into the direction of Kanagawa / Takaosan, maybe that's why...
